Asbestos NESHAP & NOA Regulations

The Asbestos NESHAP (National Emission Standards for Hazardous Air Pollutants) regulates the control of asbestos during the renovation and demolition of buildings and structures.

The District has been delegated by the EPA to enforce the NESHAP provisions within its tri-county jurisdiction. The District administers all of the NESHAP regulations including the sections applicable to the demolition and renovation of building structures which utilized Asbestos Containing Materials (ACM) in their construction.
The California Air Resources Board (CARB) has adopted two Airborne Toxic Control Measures (ATCMs) which regulates the control of Naturally-Occurring Asbestos (NOA) during construction, surfacing, grading, mining, and quarrying operations.

The District is responsible for enforcing both the Asbestos ATCM for surfacing applications and the Asbestos ATCM for Constructions, Grading, Quarrying and Surface Mining Operations.
